The Utah School and Institutional Trust Lands Administration is now accepting attainable housing development proposals on 4 land parcels in Washington County ranging from 40 acres to 3000+ acres. Proposals for these parcels must contain a plan to help provide affordable housing with an emphasis on the Governor’s goal of providing single detached homes in the $400,000 price range.
This Request for Proposal is to be looked at in two stages:
Stage 1. Identify what state, local municipalities, private entities programs, incentives, opportunities, and potential entitlement options can be used to make these parcels a viable site for an affordable housing development.
Stage 2. Once programs, incentives, opportunities, and potential entitlement options are discovered, developers are asked to present a development plan that outlines the development project with costs, timelines and phasing.
The successful bidder will be required to hire a TLA approved consultant to complete cultural resource compliance as required by U.C.A § 9-8-404.  These activities will include a Class III inventory of the subject property and the documentation of all associated archaeological sites encountered during this process. Depending on the outcome of the inventory, additional mitigation work may be required prior to any ground disturbing activities.
Any individual, entity, agency wishing to submit proposals for Stage 1 of any of these properties may do so until 3:00 PM on December 31, 2024. Stage 2 proposals will be due on March 31, 2025.
