Rick Wilcox Receives Governor’s Award of Excellence

Congratulations to SITLA Assistant Deputy Director Richard (Rick) B. Wilcox for receiving the Governor’s Award for Excellence in a ceremony May 9, 2013. Rick was recognized for his outstanding public service, innovation, and efficiency by Governor Gary Herbert and Department of Human Resource Management Executive Director Debbie Cragun. Rick has served as a dedicated and resourceful employee of SITLA and its predecessor agency, the Division of State Lands, since December 1978. Throughout his 34 years of service, he has worked on many complex issues and created efficiencies in areas of water rights, surface leases, easements, rights of entry, sales, and land exchanges. Rick’s most recent accomplishment is a lengthy and complex land exchange involving the Division of Wildlife Resources and Department of Transportation. Because of his knowledge, professionalism, and tenacity, this project was completed in March 2013. The Governor’s Award for Excellence recognizes an individual who has fostered innovation, demonstrated new thinking, and generated leading edge programs, policies or processes through their service in state government.
