SITLA GIS Team Earns Governor’s Outstanding Employee Award

Congratulations to the SITLA GIS Team of Jessica Kirby, Kate Staley, Barry Biediger, and Megan Southwick, which received the Governor’s Outstanding Employee Award in a ceremony May 5 in the State Capitol rotunda. Led by Jessica Kirby, the GIS Team is innovative in creating mapping and data solutions for the entire agency. The GIS Team implemented the agency GIS data portal, which was recognized as a model of best practice by Esri, an international supplier of GIS software. The Team successfully deployed a web-based GIS platform for online and mobile use. The new platform allows employees and others to view, query, and collect data on trust land parcels with hand-held devices. These tools increase productivity from field to office. The GIS Team is also credited with digitizing the agency’s historic plat maps, which are the records of all lands administered by SITLA. The team also incorporated data from the SITLA business system to include ownership and encumbrance records. Combined, this data provides a publicly-accessible, web-based map, which displays active contracts and ownership records. This formidable and exacting project involved 3.4 million acres of surface and mineral estate lands, and an additional 1.1 million acres of mineral only lands. Finally, the Team was commended for its complex and extensive GIS work related to the long-awaited completion of the Utah Recreational Land Exchange Act of 2009 and enactment of the Hillcreek Cultural Preservation and Energy Development Act.
